There was no one who stole the Prophet’s cloak. However, there was a man named Karkara who used to drag the Prophet’s camel. When he died, the Prophet said that he was in Hell. They found that he had taken a cloak from the spoils before they were distributed. Imam Ahmad narrated that Abdullah ibn Amr said that there was a man called Karkara who carried the Prophet (pbuh) but died, and the Prophet said he was in Hell. They found him wearing a cloak or garment he had stolen. This hadith is narrated by Al-Bukhari through Ali ibn Al-Madeeni and Sufyan.
